CBP Uncovers $400M+ in Duty Evasion, Launches Largest-Ever 23-Importer EAPA Probe

CBP announced it uncovered more than $400 million in suspected unpaid duties between Jan. 20 and Aug. 8, 2025, identifying 89 cases of reasonable suspicion and launching its largest consolidated EAPA investigation into 23 importers and a network of Chinese shell companies routing goods through Indonesia, South Korea, and Vietnam — with $250M+ identified so far. The agency conducted port inspections, trade-data analysis and in-country verifications and warned the revenue figure may rise as probes expand.
