ICE Arrests Nearly 3,000 In California; 54% Had No Criminal Record

This marks the second straight month that noncriminal arrests outnumber those with records, a sharp shift from July 2024 when arrests were far lower and mostly involved people with convictions. Attorneys say the trend signals a change in enforcement priorities; ICE did not immediately comment.
