ICE, FBI Nab Tajikistan-Born Russian In Philadelphia; Suspected Al-Qaeda Member Held For Removal

ICE ERO Philadelphia, working with the FBI, arrested a 39-year-old Tajikistan-born Russian national in Philadelphia on May 23 after Tajikistan declared him a fugitive and alleged his membership in Al‑Qaeda. He first entered U.S. custody at the San Ysidro pedestrian port of entry in March 2023, was charged as inadmissible and paroled into the country. Following the foreign fugitive notice, ICE detained him pending removal. Authorities urged the public to submit tips via the ICE tip line or online form.
