A Los Angeles Times report says ICE shot U.S. citizen Carlos Jimenez in Ontario after he approached agents to warn that schoolchildren would soon gather nearby. Lawyers say he reversed in fear and was shot from behind; federal officials counter he reversed toward officers and the shots were defensive.
