ICE SOAR Operation Arrests Two Convicted Rapists in Los Angeles — Westminster Sting Targets Sex-Offender Removals

ICE arrested Vietnamese nationals Quoc Bo Pham and Dung Quoc Pham (arrested July 22, released 8/11) in Westminster as part of the Sex Offender Arrest and Removal (SOAR) program. Both were previously convicted in the 1980s of kidnapping and sexually assaulting six females, served over 20 years, were paroled, and added to the sex-offender registry. ICE says the arrests followed targeted surveillance and both will remain in custody pending removal proceedings. This release fits a short-term cluster of intensified ICE enforcement in the Los Angeles corridor.
