VIDEO: FEDERAL AGENTS PEPPER-SPRAY PROTESTERS OUTSIDE PORTLAND ICE FACILITY

Multiple people protesting outside the Portland ICE facility were pepper-sprayed Thursday night by what appear to be federal agents, according to video captured and shared with KOIN 6 News. Two activists, Finnegan Greene and Leilani Payne, described severe respiratory distress, intense burning and temporary loss of strength after being sprayed; a separate clip shows a person in a frog costume being targeted. A law professor said the footage could provide a basis for an excessive force claim depending on context, and the protesters said they will continue demonstrating and are seeking legal advice. KOIN 6 reached out to the Department of Homeland Security for comment and is awaiting a response; the incidents occurred hours before other arrests were made that night.
