SENATE: ORR Placed 11,000+ UACs With Unvetted Sponsors â TVPRA/HSA Under Fire

Andrew R. Arthur argues that statutory changes (TVPRA §235, HSA §462) and ORR practices have produced incentives exploited by smugglers, leading to large releases of unaccompanied alien children (UACs) with inadequate sponsor vetting and monitoring. He cites OIG reports, congressional findings, and grand-jury reporting and urges Congress to restore DHS roles, tighten vetting, and consider repatriation or expedited review for non-qualifying UACs.
