Judge Blocks HHS/DHS From Using Medicaid Data For ICE Enforcement; 20-State Coalition Wins Early Injunction

A federal judge granted a preliminary injunction blocking HHS from sharing—and DHS/ICE from using—plaintiff states’ Medicaid data for immigration enforcement. The court said the data-sharing likely violated the APA as arbitrary and capricious and ordered agencies to halt use of any data already obtained until lawful, reasoned decision-making occurs or the case concludes. California led a 20-state coalition, citing public‑health harms and a chilling effect on eligible noncitizens seeking care.
