Portland City Councilmember Angelita Morillo plans three measures to curb ICE activity: imposing city fees on landlords who lease to ICE to cover protest and policing costs, banning ICE mass surveillance in the city, and prohibiting private security from detaining people for ICE. The push follows a city notice citing more than two dozen land-use permit violations at the South Portland ICE facility and months of protests.
