Private security at the privately owned building housing Phoenix’s immigration court enforced a “No Handbills” policy and called police on advocates distributing ‘know your rights’ cards. Phoenix police ultimately allowed distribution within the court’s leased third-floor area, underscoring a legal gray area over First Amendment protections in privately leased federal court spaces. The ACLU of Arizona has intervened and may pursue litigation. The episode follows prior May–June incidents at the same site.
