Student Visa Arrivals Plunge 19% To 4-Year Low; DHS Caps Stays, State Interview Halts Blamed
Bloomberg’s analysis of International Trade Administration data shows just over 313,000 international students arrived in August, down 19% year-over-year—the fifth straight monthly drop and the lowest in four years. Arrivals from India fell 45%, China 12%, and Africa 33%. The decline coincides with 2025 policy moves: DHS capping F-1/J stays to program length (max four years), State’s pause on new student visa interviews, expanded social-media screening, targeted revocations, and higher visa-related fees. Education groups warn the trend could drain university revenues and research capacity.
