WHITE HOUSE: SENATE NDAA WOULD HINDER DOD BACKUP FOR DHS DETENTION, SLOW DEPORTATIONS

OMB’s Statement of Administration Policy on the Senate NDAA (S.2296) says several provisions would constrain presidential authority, including section 1033, which the Administration argues would impede DoD’s ability to provide detention support to DHS and thereby slow deportations. The SAP also objects to Ukraine assistance extensions and limits on reducing U.S. bases in Syria, framing these as separation‑of‑powers issues. The letter signals the White House will seek changes as negotiations advance.
